The German-Moroccan Energy Partnership PAREMA

Germany and Morocco are leading the energy transition on their continents and work together to move forwards with a global sustainable energy transition by 2050. Morocco has a huge renewable energy potential, particularly in solar and wind. Due to geographic proximity and interconnections, market integration could enable a mutual beneficial exchange of sustainable energy supply in the long term.

We support high-level political dialogue, participation and exchanges between public and private players, we work to support Morocco's energy transition, communicate on it and the German Energiewende.

Morocco and Germany are both set on ambitious electricity transition pathways with renewable electricity targets up to 2030. Both countries share the ambition of having their energy supply being essentially renewable by 2050.

Milestones

The German-Moroccan Energy Partnership PAREMA was created in 2012 and rebooted in 2016 by the signing of joint declarations of intent. Since then it has not only served as platform for deepening the exchange between the two energy transition leaders, but has also worked as a catalyzer for bilateral cooperation initiatives in the energy field and communication on energy transition issues.

PAREMA contributed to the “Tunisian Day of Media ”organized by the German-Tunisian energy partnership. In a session dedicated to new technologies and international trends, Germany, Morocco and Jordan put forward their strategies, objectives and results of their energy transitions.

PAREMA has initiated since 2019, media training formats in Morocco and supports communication initiatives of the Energiewende.

B2G round table on Hydrogen alongside the World PtX-Summit

The World PtX Summit is organized in a joint effort between the Moroccan Research Institute for Solar Energy and New Energies (IRESEN) and the Mohammed VI Polytechnic University (UM6P), aiming towards the creation of a regional platform, dedicated to Green Hydrogen and its applications within the entire “Power-To-X” (PtX) economy. This platform will trigger high-level discussions and partnerships for a new clean energy era, enabled by the Green Hydrogen opportunities. Therefore, the World Power-to-X Summit 2020 will be a must-attend event for policymakers, industry leaders, research experts and global innovators to discuss PtX in depth in a variety of high-level panels and sessions.

In respect of this, the German-Moroccan Energy Partnership Secretariat (PAREMA), Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH and the German Chamber of Commerce and Industry (AHK Morocco), in partnership with and IRESEN (Research Institute of Solar Energy and New Energies), organizes a (virtual) B2G event along-side the Word PtX Summit Morocco to allow an exchange between key political decision makers, institutions and representatives of the German and Moroccan PtX industry. The objective is to create a common ground and understanding, exchanging on potential mutual beneficiary activities on H2 with a benefit for Morocco. During the exchange, participants will be informed on:

PAREMA's Partners attend the 11th Arab-German Energy Forum

The establishment and development of a sustainable durable energy supply, less dependent on fossil fuels,  plays a decisive role in the economic development plans of Arab countries. Successful partnerships in the field of energy provide a solid basis for facing the current difficult situation together.

In order to promote promising cooperation between German and Arab business partners in the field of energy, the Ghorfa Arab-German Chamber of Commerce and Industry, in cooperation with the Federal Ministry of Economics and Energy and the Gesellschaft für Internationale Zusammenarbeit (GIZ), is organising the following energy partnerships including PAREMA 

       11th-Arab-German Energy Forum 24th-25th of November, 2020

The conference will bring together CEOs, industry leaders and energy experts to discuss the challenges and opportunities of decarbonizing the energy sector. Moroccan and German participation is expected at this event, where the focus will be on issues that will occupy us significantly in the coming years:

  • How will the regional energy markets migrate swiftly from where they stand today toward a low cost, emission free energy supply, leading to local jobs, prosperity and political stability?
  • How can the supply for renewable energies be increased?
  • What possibilities does hydrogen offer for the future in the context of renewable energies?

Energy situation at the time of COVID19 and Hydrogen in the centre of the Moroccan-German bilateral

Hydrogen and other promising strategic opportunities for Moroccan-German energy partnership were at the centre of the bilateral discussions between Mr Ghazali Secretary General of the Ministry of Energy, Mines and Environment (MEME) and Mr Herdan Director General at the German Federal Ministry of Economics and Energy (BMWi). On this occasion, both parties welcomed the excellent partnership relations and discussed several strategic 
folder for the decarbonization of the energy system in Morocco.
The bilateral exchanges organised by PAREMA also focused on the energy situation in times of COVID19 and the place of sustainable energies in the recovery plans in Morocco, Germany and Europe.

The SET Roadmap take a step forward

On Wednesday 16 September, a meeting of the steering committee of the Sustainable Electricity Tade (SET) roadmap took place with representatives from Morocco, Germany, France, Spain, Portugal and the EU. The main topics of discussion were the finalisation of the next agreement on the concrete measures to be taken for an electricity exchange between Europe and Morocco and the next steps for their implementation. Parema is coordinating this process.

Hydrogen in the spotlight of the e-BETD2020

Although the consequences of the pandemic have not made it possible to organise the Berlin Energy Transition Dialogue this year, the debate on hydrogen is not confined to the issue. Indeed, the first virtual panel of the BETD this year was dedicated to green hydrogen as an engine for energy transition.
On 23 June, Morocco took part in this panel, dedicated to open questions regarding the successful use of renewable hydrogen worldwide, including energy applications, sustainability requirements, international markets, cooperation and infrastructure requirements. Mr. Mohamed Ouhmed, Director of Renewable Energy and Energy Efficiency at MEME, presented the status quo of the sector in Morocco and the impact of green hydrogen production on the Moroccan energy system.
PAREMA coordinated this activity and is supporting the MEME in the development of the Hydrogen Roadmap for Morocco.

In virtual: Holding of the 3rd Meeting of the National Power-to-X Commission

Chaired by Minister Aziz RABBAH and coordinated by PAREMA and IRESEN, the 3rd meeting of the National Commission of "Power-to-X" took place by videoconference on Monday 30 March, in the presence of Moroccan ministerial and institutional officials and the private sector.
The meeting was an opportunity to review the results of the commission's study mission to Germany, to discuss the preliminary results of the national 2050 roadmap for PtX technologies and to discuss the next steps and sectoral action plans for the development of this sector in Morocco. At the end of this meeting, the Minister recommended structuring the commission into three working groups in order to accelerate the roadmap.
The Roadmap is developing with the support of PAREMA and will be finalised in May 2020.

 Moroccan Media at the Heart of the Energy Transition

In the context of energy transitions, journalists are increasingly seen as having a mission to disseminate and raise awareness of the field of energy knowledge. Indeed, through the level and scope of information on energy projects, addressed in their respective media, journalists are shaping the trajectory and speed of this transition. They can thus influence citizens' perceptions of a national energy transition, which, in turn, remains dependent on public support for its projects.

Recognizing this important role in transmission, and its contribution to informed decision-making among citizens' energy choices, the German-Moroccan Energy Partnership (PAREMA) organized a study tour for Moroccan journalists interested in energy issues from 1 to 6 March 2020.

It goes without saying that the destination chosen for this mission, in this case the Ruhr and Düsseldorf region in North Rhine-Westphalia, owes nothing to chance. Because 30% of Germany's electricity needs are generated here. North Rhine-Westphalia is a nerve center for internationally operating energy suppliers, large energy-intensive companies, renowned power plant manufacturers, and a large number of developers, providers, and users of innovative technologies and services.

From energy-intensive power and heat production sites to citizen wind farms and research centers, the journalists got as complete an overview as possible of the heterogeneity of actors and approaches, which characterizes the energy transition in Germany. The organized visits provided an opportunity to discuss various topics related to the energy transition, including energy efficiency in food production, power and heat generation, structural transformation, research and innovation, as well as small- and large-scale renewable energy production. Participants also gained fascinating insights into the energy transition in Germany.

Women in Renewable Energy: Launch of the mentoring programme for Women

Mandated by the German Ministry of Energy and Economics (BMWi), PAREMA and the energy partnerships in Algeria, Tunisia, Mexico, Brazil and Jordan, with the support of GWNET, officially launched the Mentoring Programme for women active in the Energy Sector. The programme took place from 25 to 29 November in Berlin, and include: meetings with senior women leaders in the energy sector, familiarization with Energiewende and energy transition in developing countries, with a special focus on public acceptance. To please our mentees, networking and soft-skills were not neglected.

The Moroccan Super ESCO in the spotlight in Berlin!

On the sidelines of the 10th German-Arab Energy Forum, organised by GHORFA on 25 and 26 November in Berlin, PAREMA organised a round table involving German engineering, supply and construction companies, in order to present the achievements of the Morrocan SIE (the Energy engineering Company) in the field of public lighting, buildings and electric mobility. The objective was to highlight the main tasks of the future super ESCO and the impact of the implementation of energy efficiency measures on the national market.

"Power to X" Study tour to Germany

As part of its support to the National PtX Commission, PAREMA organized a study mission to Germany from 24 to 29 November 2019 to deepen knowledge and give a concrete overview of the feasibility and deployment of the PtX sector and its derivatives.

Introduced by high-level ministerial meetings with representatives of the German ministries BMWi, BMU and BMZ, the mission was an opportunity to visit Siemens and ThyssenKrupp's PtX facilities and demonstration units, and partner research institutes, including the KIT Institute. As a reminder, a roadmap for the implementation of PtX in Morocco is currently under preparation.

Local authorities concerned by energy efficiency

PAREMA is supporting the Ministry of Energy in the preparation of draft regulations for the application of Article 4 of Law 47-09 on energy efficiency. This will lead administrations, public institutions and local authorities, which list is set by regulatory ways, to rationalise the energy consumption of their services. The statements relating to the establishment of the lists of the actors concerned, were the subject of a consultation workshop with: the ONEE, AMEE, SIE, the Ministry of the Interior, the Ministry of Finance and the Regional Council of Rabat Salé Kenitra.

Media Day for a renewable future: an energy transition that stands out!

Even if the objectives seem different, the environmental challenges in Morocco and Germany are the same, said the German Ambassador to Morocco, Dr. Götz Schmidt-Bremme, at the workshop: "Media for a Renewable Future" organized on 7 and 8 November 2019.
Reason enough for SEM. Aziz Rabbah, to see the cooperation between the two countries take on a new lease of life and focus on strengthening German investment in the clean energy sector, national preference, the creation of joint ventures and the development of scientific research.

The workshop was followed by a visit to the SIEMENS Gamesa plant, an opportunity for its Managing Director to welcome the media attention on the issue of energy transition, a key factor in Morocco's economic recovery and job creation

Morocco's successful participation in the 5th edition of the Berlin Energy Transition Dialogue (BETD 2019)

The fifth edition of the Berlin Energy Transition Dialogue took place on 9-10 April 2019. The programme of the Moroccan delegation headed by Minister of Energy Rabbah and composed of MEMDD, Masen, IRESEN, SIE, AMEE, ONEE and OCP included among others a B2G-event with the German industry exchanging on energy business in Morocco, a panel discussion and interviews. In the bilateral meeting, Rabbah outlined two areas of action in which Morocco would like to work more closely with Germany: energy efficiency and hydrogen/“Power to X”. He suggested the development of an "Investment Strategy" for hydrogen, and the signature of a MoU on this subject at the next high-level meeting. On the margins of the BETD, a Business-to-Government dialogue was hold on 8 April 2019, during which Rabbah announced that Morocco wishes to become a platform for the energy sector by attracting more investments. Morocco would need to attract USD 30 billion of investment in order to develop 10 GW of renewable energy by 2030.

Successful launch of activities on “Power to X” and its opportunities in Morocco

Activities on “Power to X” in Morocco have received Ministerial commitment within the framework of the German-Moroccan-Energy Partnership (PAREMA).

On 11 February 2019, a PAREMA workshop on "Power to X” (PtX) and its opportunities in Morocco was held in partnership with the Research Institute for Solar Energy and New Energies (IRESEN) and in presence of Minister of Energy Rabbah. It presented and discussed two preliminary studies carried out by Fraunhofer IWES and institutes, respectively on the market and technologies for PtX (funded by IRESEN) and the opportunities, potential and recommendations for Morocco (funded by GIZ PAREMA).

Launch of the solar PV quality label "taqa pro"

“Taqa pro” is the national solar PV quality label of the Energy Efficiency Agency (AMEE), the Moroccan Association of Solar and Wind Industry (AMISOLE), and Morocco's SOLAR CLUSTER. The label highlights the expertise of photovoltaic system installers in Morocco. It was implemented within the framework of PAREMA with the support of the German Solar Association BSW and GIZ.

Taqa pro was launched on 4 December 2018 in Casablanca and aims to register installers of small and medium-sized photovoltaic systems in a "quality" approach, to allow users to benefit from a reliable, sustainable installation that meets their needs. The event was an opportunity to present and discuss the three quality labels of photovoltaic system installers: taqa pro Solar Pumping, taqa pro PV and taqa pro PV+.

The Involvement of Civil Society in the Energy Transition

The PAREMA Secretariat organised a summer school on "the involvement of civil society in the energy transition" from the 16th to the 19th of July 2018, at the Terminus Hotel in Rabat.

The summer school brought together about thirty participants representing the Moroccan Civil Society Organizations (MCSO), which are active in the fight against climate change, and willing to contribute to Morocco's energy transition.

The SET Roadmap Kick-Off

PAREMA supports and accompanies the work on the Sustainable Electricity Trade Roadmap, under which Morocco, France, Germany, Portugal and Spain are discussing paths towards a mutually beneficial increased exchange of sustainable electricity between Morocco and the EU continent. The process is based on a written declaration signed at COP22, and work was kicked off in September 2017 in Rabat.

Financing Buildings Efficiency

PAREMA brought together around 80 representatives of the Moroccan buildings, energy efficiency and finance sector in Casablanca. The aim was to facilitate the exchange between those actors and identify recommendations to be incorporated in the preparation of Morocco´s national energy efficiency strategy as well as in the work of GIZ´s “DKTI IV” project, which supports this strategy.

Six German cities, 25 Moroccan municipalities and representatives of the administration discussed about renewable energies and energy efficiency at the local level. This pioneer discussion was organized by PAREMA, work and local governments cooperation has since then been pursued and intensified through GIZ´s projects “COMUN” and decentralised cooperation between Maghreb and German communes .

Masen is the group responsible for managing renewable energy in Morocco. In addition to generating electricity through major projects and raising the funds required to do so, Masen seeks to act as a catalyst for the development of a competitive economic network that employs existing skills efficiently and helps create new ones. At the same time, the development of applied research and the promotion of technological innovation are encouraged.

AMEE's main mission is to contribute to the implementation of the government's energy efficiency policy. It also has a technological platform on its Marrakech site which also houses a PV laboratory, a thermal laboratory, a training center specializing in energy efficiency.
