About PAREMA

The German-Moroccan Energy Partnership PAREMA was created in 2012 with the signature of a declaration of intent at Ministerial level. As the institutionalised dialogue platform on energy, it enables an exchange of best practices and experience between key stakeholders of the two countries, both leading the energy transition on their respective continents.

Overall steering and structure

PAREMA is the central platform for the institutionalized political dialogue on energy policy between both countries. It aims at moving forwards on the energy transition, in particular by supporting Morocco’s efforts in this field. Both countries are committed to “working together for a sustainable future essentially based on renewable energy by 2050”.

Key themes of PAREMA are the development of energy production sources, in particular renewable energy sources, power grid interconnections and grid extension, grid stability and integration of electricity markets, the involvement and cooperation of economic players, and energy efficiency enhancement.

Responsibilities and stakeholders

The German Federal Ministry for Economic Affairs and Climate Action (BMWK) and the Moroccan Ministry of Energy, Mines and Environment (MEME) are responsible for the overall coordination of the partnership.

On the German side, other key actors are the Federal Ministry for the Environment, Nature Conservation and Nuclear Safety (BMU), the Federal Ministry for Economic Cooperation and Development (BMZ) and the Federal Foreign Office (AA). Key players in Morocco are the Moroccan Agency for Sustainable Energy (MASEN), the Moroccan Agency for Energy Efficiency (AMEE), the National Office for Electricity and Water (ONEE), the Energy engineering Company (SIE), and the research institute IRESEN.

Operational implementation

Overall implementation and operational management of the energy partnership is ensured by the two ministries BMWK and MEME. The cooperation structure includes a high-level Steering Committee chaired by official government representatives and public energy authorities which meets annually.

Two subject-related working groups deal with the following topics:

  • «Development cooperation and emission reduction strategies through energy projects »
  • «Cooperation on energy policy and support to investment and research projects »

These two working groups are under the technical guidance of the respective national ministries and their supervisory authorities in Germany and Morocco. The working groups are open committees, welcoming participants from the economy, science, civil society, sharing their projects and concerns.

A permanent secretariat operates from the MEME in Rabat with the support of the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH. It supports the management of the partnership and serves as the first point of contact and information platform on bilateral cooperation in the context of the energy partnership for all interested stakeholders. The German federal Ministry for the Economy and Energy and the Moroccan Ministry for Energy, Mines and Environment chair the Steering Committee, which meets annually.

GIZ Energy Cluster

Beyond the support to PAREMA’s secretariat, GIZ is implementing a number of other programmes in the energy field in Morocco on behalf of BMZ and BMU.
